Palestinians certain to win recognition as a state

UNITED NATIONS (AP) ? The Palestinians are certain to win U.N. recognition as a state Thursday in a General Assembly vote that Israel and the United States warn could delay hopes of achieving an independent Palestinian homeland through peace talks with Israel.

The United States, Israel's closest ally, mounted an aggressive campaign to head off the General Assembly vote, which the Palestinians view as a historic step in their quest for global recognition.

In a last-ditch move Wednesday, U.S. Deputy Secretary of State William Burns made a personal appeal to Palestinian President Mahmoud Abbas promising that President Barack Obama would re-engage as a mediator in 2013 if Abbas abandoned the effort to seek statehood. The Palestinian leader refused, said Abbas aide Saeb Erekat.

With most of the 193 General Assembly member states sympathetic to the Palestinians, the vote is certain to succeed. Several key countries, including France, have recently announced they would support the move to elevate the Palestinians from the status of U.N. observer to nonmember observer state. However, a country's vote in favor of the status change does not automatically imply its individual recognition of a Palestine state, something that must be done bilaterally.

The Palestinians say they need U.N. recognition of a Palestinian state in the West Bank, Gaza and east Jerusalem, the lands Israel captured in 1967, to be able to resume negotiations with Israel. They say global recognition of the 1967 lines as the borders of Palestine is meant to salvage a peace deal, not sabotage it, as Israel claims.

The non-member observer state status could also open the way for possible war crimes charges against the Jewish state at the International Criminal Court.

Israeli Prime Minister Benjamin Netanyahu said Thursday the recognition of an independent state of Palestine in the U.N. General Assembly will not advance the Palestinians' quest for a homeland. He said the Palestinians will not win a state until they recognize Israel as the Jewish homeland, declare an end to their conflict with the Jewish state and agree to security arrangements that protect Israel.

While Israel argues that Abbas is trying to dictate the outcome of border talks by going to the U.N., the recognition request presented to the world body in fact calls for a quick resumption of negotiations on all core issues of the conflict, including borders.

Netanyahu's predecessors accepted the 1967 lines as a basis for border talks. Netanyahu has rejected the idea, while pressing ahead with Jewish settlement building on war-won land, giving Abbas little incentive to negotiate.

For Abbas, the U.N. bid is crucial if he wants to maintain his leadership and relevance, especially following the recent conflict between his Hamas rivals in Gaza and Israel. The conflict saw the Islamic militant group claim victory and raise its standing in the Arab world, while Abbas' Fatah movement was sidelined and marginalized.

The Palestinians chose the "International Day of Solidarity with the Palestinian People" for the vote. Before it takes place, there will be a morning of speeches by supporters focusing on the rights of the Palestinians. Abbas is scheduled to speak at that meeting, and again in the afternoon when he will present the case for Palestinian statehood in the General Assembly.

U.S. Secretary of State Hillary Clinton warned Wednesday that the U.N. vote will not fulfill the goal of independent Palestinian and Israeli states living side by side in peace, which the U.S. strongly supports because that requires direct negotiations.

"We need an environment conducive to that," she told reporters in Washington. "And we've urged both parties to refrain from actions that might in any way make a return to meaningful negotiations that focus on getting to a resolution more difficult."

The U.S. Congress has threatened financial sanctions if the Palestinians improve their status at the United Nations.

Ahead of the vote, Republican Sen. Orrin Hatch filed an amendment to a defense bill Wednesday that would eliminate funding for the United Nations if the General Assembly changes Palestine's status.

"Increasing the Palestinians' role in the United Nations is absolutely the wrong approach, especially in light of recent military developments in the Middle East," he said in a statement. "Israel is one of America's closest allies, and any movement to strengthen one of its fiercest enemies must not be tolerated."

Israeli government spokesman Mark Regev said that by going to the U.N., the Palestinians violate "both the spirit and the word of signed agreements to solve issues through negotiations," which broke down four years ago.

But Israeli officials appeared to back away from threats of drastic measures if the Palestinians get U.N. approval, with officials suggesting the government would take steps only if the Palestinians use their new status to act against Israel.

Regev, meanwhile, affirmed that Israel is willing to resume talks without preconditions.

U.N. diplomats said they will be listening closely to Abbas' speech to the General Assembly on Thursday afternoon before the vote to see if he makes an offer of fresh negotiations with no strings, which could lead to new talks. The Palestinians have been demanding a freeze on Israeli settlements as a precondition.

As a sign of the importance Israel attaches to the vote, Israeli Foreign Minister Avigdor Lieberman flew to New York and was scheduled to meet Secretary-General Ban Ki-moon before the vote. Israel's U.N. Ambassador Ron Prosor had been scheduled to speak in the General Assembly after Abbas, but it appears Lieberman may now make Israel's case opposing the resolution.

Unlike the Security Council, there are no vetoes in the General Assembly. The world body is dominated by countries sympathetic to the Palestinian cause and the resolution to raise its status from an observer to a nonmember observer state only requires a majority vote for approval. To date, 132 countries ? over two-thirds of the U.N. member states ? have recognized the state of Palestine.

The Palestinians have been courting Western nations, especially the Europeans, seen as critical to enhancing their international standing. A number have announced they will vote "yes" including France, Spain, Norway, Denmark and Switzerland. Those opposed or abstaining include the U.S., Israel, Germany, Canada, the Netherlands and Australia.

The Palestinians turned to the General Assembly after the United States announced it would veto their bid last fall for full U.N. membership until there is a peace deal with Israel.

Following last year's move by the Palestinians to join the U.N. cultural agency UNESCO, the United States withheld funds from the organization, which amount to 22 percent of its budget. The U.S. also withheld money from the Palestinians.

Chevron: court order harms its future in Argentina

BUENOS AIRES, Argentina (AP) ? Chevron's Argentina subsidiary ran full-page ads in the nation's leading newspapers Thursday saying that its operations have been complicated by a court order freezing its earnings.

A judge in Buenos Aires embargoed Chevron's Argentina earnings, acting on behalf of plaintiffs in Ecuador who are trying to collect a $19 billion judgment they won over oil spills in the Amazon.

Chevron Corp. calls the Ecuadoran judgment fraudulent, and said "we are seeking the lifting of this embargo as soon as possible, to avoid its negative impacts on the country, the government, the company, and the energy future of Argentina."

The environmental judgment is only the latest trouble Chevron is facing in Argentina, where it has become a leading partner of the state-controlled YPF SA oil company since President Cristina Fernandez expropriated it from Grupo Repsol in Spain.

Repsol has sued in Madrid accusing Chevron and YPF of unfair competition, for drilling for shale oil and gas in the "Vaca Muerta" basin that was discovered when Repsol ran the company.

Repsol also is suing Argentina at the World Bank's International Center for the Settlement of Investment Disputes, seeking $10 billion in compensation for the controlling stake in YPF that Fernandez seized, and said it would sue any other international oil company that tries to partner with YPF.

"I don't see the future of Chevron in Argentina as very auspicious under these conditions. They can turn it around, but it's difficult," said Emilio Apud, a former Argentine energy secretary who now works as a consultant. "The numbers just won't add up, and if they had a hope of future profits in Argentina from Vaca Muerta, that too is in doubt."

Chevron, based in San Ramon, Calif., has had an on-going, collaborative relationship with YPF since the early 1990s. The companies signed a memorandum of understanding in September to jointly develop Argentina's shale reserves, the world's third largest after the U.S. and China. But Chevron hasn't announced new investments since then, and the Ecuador suit is only complicating matters.

"The judicial embargo limits the capacity of Chevron Argentina to operate and reinvest, since the order affects more than 90 percent of the income from crude sales," the company said. This money pays salaries for 1,500 employees, as well as royalties to the provinces of Neuquen and Rio Negro, taxes to the national government and investments needed to develop unconventional oil reserves.

"This income is a resource that has been generated in Argentina and should be applied to productive investment and the recovery of the country's energy self-sufficiency," it argued.

YPF needs billions of dollars to go after this unconventional oil and natural gas, but major oil companies have held back from investing. Repsol's threat to sue any company that steps forward is one major disincentive; another has been Argentina's elaborate system of keeping consumer energy prices far below international market rates.

President Fernandez announced a three-fold increase in well prices for natural gas on Thursday, to $7.50 per million BTU, for any company making new investments in energy development. YPF CEO Miguel Galuccio, who appeared with Fernandez, said the new price should motivate more shale development. But even that price remains far below the $12 per million BTU that Argentina now pays to import gas from Bolivia.

When a packet destined for a Syrian IP address is sent, it simply can?t find out where it?s supposed to go."

Chimp attack victim reportedly settles lawsuit

Charla Nash, who was the recipient of a groundbreaking full face transplant in 2011 after an attack by a chimpanzee left her disfigured, talks about gaining more feeling in both sides of her face and building stamina with the hope of undergoing a hand transplant by Christmas.

HARTFORD, Conn. --?Lawyers for a woman mauled by a chimpanzee in Connecticut have agreed to a settle a lawsuit against the estate of the primate's now-dead owner, according to court documents obtained Thursday by The Associated Press. Terms of the deal were not disclosed.

Attack victim Charla Nash's brother filed the lawsuit on her behalf in 2009 in state Superior Court seeking $50 million in damages from chimp owner Sandra Herold, who died in 2010. Nash was blinded, lost both hands and underwent a face transplant after being mauled outside Herold's home in Stamford in February 2009.

Lawyers for Nash's twin brother, Michael Nash, accused executors of Herold's estate earlier this week of withholding information needed to complete the settlement, according to a court document obtained by the AP.

An attorney for Herold's estate said Thursday that his office has since provided the information and the settlement is nearly finalized. He declined to elaborate and said the settlement will be confidential.


"The case is resolved," said Brenden Leydon, a Stamford lawyer representing Herold's estate. "I think it was a fair compromise on all sides."

Leydon had argued that Herold's estate couldn't be sued because Charla Nash was an employee of Herold and any claims were a worker's compensation matter.

Messages were left Thursday for Michael Nash and his lawyer. Charla Nash's other brother, Stephen Nash, declined to comment.

Charla Nash was severely disabled after she was attacked by a friend's chimp. See how she looked before, and what she looks like now, after a face transplant.

Charla Nash, 57, now lives in a nursing home outside of Boston. She had gone to Herold's home on the day of the attack to help lure Herold's 200-pound chimpanzee, Travis, back into her home. But the animal went berserk and ripped off Nash's nose, lips, eyelids and hands before being shot to death by a police officer.

Travis had starred in TV commercials for Old Navy and Coca-Cola when he was younger and made an appearance on the "The Maury Povich Show." The chimpanzee was the constant companion of the widowed Herold and was fed steak, lobster and ice cream. The chimp could eat at the table, drink wine from a stemmed glass, use the toilet and dress and bathe himself.

A month after the mauling, Nash's family sued Herold for alleged negligence and recklessness. The lawsuit alleged Herold knew Travis was dangerous but failed to confine him to a secure area and allowed him to roam her property. It also claimed Herold gave the chimp medication that exacerbated his "violent propensities."

Travis had previously bitten another woman's hand and tried to drag her into a car in 1996, bit a man's thumb two years later and escaped from her home and roamed downtown Stamford for hours being captured in 2003, according to the lawsuit.

Nash's family is also trying to sue the state for $150 million but is awaiting permission from the state claims commissioner. The state is immune from lawsuits unless they're allowed by the claims commissioner.

Nash wants to sue the state Department of Energy and Environmental Protection, which she holds responsible for not seizing the animal before the attack despite a state biologist's warning it was dangerous.

"I hope and pray that the commissioner will give me my day in court," Charla Nash told reporters following a hearing in August before Claims Commissioner J. Paul Vance Jr. She added that she hopes "this never happens to anyone else again. It is not nice."

Court documents obtained by the AP on Thursday show the settlement between Nash's family and Herold's estate was approved Sept. 25 by the Stamford Probate Court and the two sides met Nov. 13 to finalize it.

A lawyer for Michael Nash, Matthew Newman, said in a court document filed Tuesday that since Nov. 13, "executors have failed and refused to provide information necessary to complete the settlement."

Leydon said Thursday that Newman now has the needed information.?

Nokia and RIM already have a troubled history whenever they come into contact, so it's no surprise that what truces they do have are fraying at the edges. RIM just lost a Swedish arbitration proceeding where it tried to extend a 2003 patent cross-licensing deal with Nokia to include WiFi devices; the wireless technology isn't covered, the arbitrator says, and RIM now has to either pay royalties worldwide or risk seeing its devices yanked from the market. Nokia isn't wasting any time pressuring the team in Waterloo into coughing up -- it already has filings to enforce the decision in Canada, the UK and the US. RIM has so far turned down any comment, although it's more likely that their firm will cut a deal rather than risk a sweeping ban. Consider it another of the many hurdles for RIM to jump on the road to January 30th.

(AP) ? Dr. Joseph E. Murray, who performed the world's first successful kidney transplant and won a Nobel Prize for his pioneering work, has died. He was 93.

Murray suffered a stroke at his suburban Boston home on Thanksgiving and died at Brigham and Women's Hospital on Monday, hospital spokesman Tom Langford said.

Since the first kidney transplants on identical twins, hundreds of thousands of transplants on a variety of organs have been performed worldwide. Murray shared the Nobel Prize in Physiology or Medicine in 1990 with Dr. E. Donnall Thomas, who won for his work in bone marrow transplants.

"Kidney transplants seem so routine now," Murray told The New York Times after he won the Nobel. "But the first one was like Lindbergh's flight across the ocean."

Murray's breakthroughs drew criticism from some ethicists and religious leaders. Some people "felt that we were playing God and that we shouldn't be doing all of these, quote, experiments on human beings," he told The Associated Press in a 2004 interview in which he also spoke out in favor of stem cell research.

In the early 1950s, there had never been a successful human organ transplant. Murray and his associates at Boston's Peter Bent Brigham Hospital, now Brigham and Women's Hospital, developed new surgical techniques, gaining knowledge by successfully transplanting kidneys in dogs. In December 1954, they found the right human patients, 23-year-old Richard Herrick, who had end-stage kidney failure, and his identical twin, Ronald Herrick.

Because of their identical genetic background, they did not face the biggest problem with transplant patients, the immune system's rejection of foreign tissue.

After the operation, Richard had a functioning kidney transplanted from Ronald. Richard lived another eight years, marrying a nurse he met at the hospital and having two children.

Murray performed more transplants on identical twins over the next few years and tried kidney transplants on other relatives, including fraternal twins, learning more about how to suppress the immune system's rejection of foreign tissue. One patient who received a kidney transplant from a fraternal twin in 1959, plus radiation and a bone marrow transplant to suppress his immune response, lived for 29 more years.

But it was the development of drugs to suppress the body's immune response, a less radical approach than radiation, that made real breakthroughs in transplants possible. In 1962, Murray and his team successfully completed the first organ transplant from an unrelated donor. The 23-year-old patient, Mel Doucette, received a kidney from a man who had died.

Murray continued a long career in plastic surgery, his original specialty, and transplants. He was guided by his own deep religious convictions.

"Work is a prayer," he told the Harvard University Gazette in 2001. "And I start off every morning dedicating it to our Creator."

Murray told the Journal of the American Medical Association in 2004 that he continued to get letters from patients he helped years earlier and from relatives of those who died during the early efforts.

"They often say ... that they are happy to have played some small part in the eventual success of organ transplants," he said, praising the courage of his patients and their families.

Murray was honored at the 2004 Transplant Games, for athletes who have received organ transplants, along with Ronald Herrick, the man who had donated a kidney to his twin brother a half-century earlier.

Murray continued to support and mentor others at Brigham and Women's Hospital after his retirement, hospital president Dr. Elizabeth Nabel said. An exhibit in the hospital's library housing his Nobel Prize, she said, is framed by his own words: "Service to society is the rent we pay for living on this planet."

She said he joined in a Veteran's Day ceremony Nov. 12 at which he was among those honored for their military service.

Murray's interest in transplants developed during his time in the Army during World War II when he was assigned to Valley Forge General Hospital in Pennsylvania while awaiting overseas duty. The hospital performed reconstructive surgery on troops who had been injured in battle.

The burn patients, who often were treated with skin grafts from other people, intrigued Murray.

"The slow rejection of the foreign skin grafts fascinated me," Murray wrote in his autobiography for the Nobel Prize ceremony. "How could the host distinguish another person's skin from his own?"

The hospital's chief of plastic surgery had performed skin grafts on civilians and noticed that the closer the donor and recipient were related, the slower the tissue was rejected. A skin graft between identical twins had taken permanently.

Murray said that was "the impetus" of his study of organ transplantation.

Murray was ever the optimist and kept on his desk a quotation, "Difficulties are opportunities," his son Rick Murray said.

"It reflects the unwavering optimism of a great man who was generous, curious, and always humble," Rick Murray said in a statement released by the hospital.

Joseph Murray is survived by his wife, Bobby, five other children and 18 grandchildren.

Insurgent attacks kill 15, wound dozens in Iraq

BAGHDAD (AP) ? Insurgents launched attacks against security forces and civilians in central and northern Iraq on Tuesday, killing at least 15 people and wounding dozens, officials said.

A main target was Kirkuk, the largest city in the area claimed by several ethnic groups in a dispute with the central government in Baghdad. The conflict is one of several that threaten the stability of Iraq following the final pullout of U.S. military forces nearly a year ago.

After nightfall in Baghdad, a car bomb exploded near a Shiite mosque following evening prayers in Hurriya neighborhood, killing six worshippers and wounding 20 others, according to police and hospital officials, a sign of another key struggle, between Sunni and Shiite Muslims.

In the north, a police officer said three bombs in parked cars exploded simultaneously in two Kurdish residential areas in the center of the city. One went off near a main Kurdish party headquarters. Five people, including a Kurdish security guard, were killed and 58 others wounded, he said.

A few minutes later, two bombs went off in a market in the Sunni-dominated town of Hawija west of Kirkuk, killing two civilians and wounding five others, he said. Also, five Iraqi army soldiers were wounded when militants detonated bombs near their houses in the nearby town of Tuz Khortmato.

Kirkuk, 290 kilometers (180 miles) north of Baghdad, is home to a mix of Arabs, Kurds and Turkomen, who all have competing claims to the oil-rich area. The Kurds want to incorporate it into their self-ruled region in Iraq's north, but Arabs and Turkomen are opposed.

Violence has ebbed since the peak of insurgency several years ago, but lethal attacks still occur frequently. No one claimed responsibility for Tuesday's attacks, but car bombs, shootings and roadside devices are the hallmark of al-Qaida in Iraq.

In the northeastern province of Diyala, gunmen in speeding car showered a check point manned by Sahwa, an anti-al-Qaida group, killing one and wounding two others, another police official said. The Sahwa are Sunni Arabs who joined forces with U.S. military to fight al-Qaida at the height of Iraq's insurgency. They have since been favorite targets for Sunni insurgents who consider them as traitors.

Also in Diyala, a roadside bomb targeted a passing police patrol in the town of Khan Bani Saad, killing a civilian bystander and wounding two policemen, the officer said. The town is about 35 kilometers (20 miles) north of Baghdad.

In the northern city of Mosul, a parked car bomb went off near a house of a Sunni lawmaker, wounding five bystanders. The lawmaker, a woman, was unharmed, another police officer said. Mosul is 360 kilometers (225 miles) northwest of Baghdad.

Five other civilians were wounded when a roadside bomb exploded near an Iraqi military base in the town of Taji, 20 kilometers (12 miles) north of Baghdad, a police officer said.

Three health officials confirmed the causality figures. All officials spoke on condition of anonymity as they were not authorized to release information.

Modeling the breaking points of metallic glasses

ScienceDaily (Nov. 26, 2012) ? Metallic glass alloys (or liquid metals) are three times stronger than the best industrial steel, but can be molded into complex shapes with the same ease as plastic. These materials are highly resistant to scratching, denting, shattering and corrosion. So far, they have been used in a variety of products from golf clubs to aircraft components. And, some smartphone manufacturers are even looking to cast their next-generation phone cases out of it.

But despite their potential, the mechanical properties of these substances are still a scientific mystery. One lingering question is why they have such wildly different toughness and breaking points, depending on how they are made. Although this may not be a huge concern for small applications like smartphone cases it will be extremely important if these materials are ever used in structural applications where they would need to support large loads.

Recently, Christopher Rycroft of the Lawrence Berkeley National Laboratory's (Berkeley Lab's) Computational Research Division has developed some novel computational techniques to address this question. When Rycroft combined these techniques with a mechanical model of metallic glass developed by Eran Bouchbinder and his colleagues at Israel's Weizmann Institute, the two were able to propose a novel explanation of the physical process behind the large variations in breaking points of metallic glasses. Their results are also in qualitative agreement with laboratory experiments.

"We hope that this work will contribute to the understanding of metallic glasses, and aid in their use in practical applications. Ultimately, we would like to develop a tool capable of making quantitative predictions about the toughness of metallic glasses depending on their preparation method," says Rycroft.

Rycroft and Bouchbinder are co-authors on a paper recently published in Physical Review Letters.

What is a Metallic Glass? And, Why is it So Difficult to Model?

Scientists define "glass" as a material that cools from a liquid state to a solid state without crystallizing -- which is when atoms settle into a lattice, or a highly regular spatial pattern. Because many metal lattices are riddled with defects, these materials "deform," or permanently bend out of shape, relatively easily. When crystallization does not occur, the atoms settle into a random arrangement. This atomic structure allows metallic glasses to spring back into shape instead of deforming permanently. And without the defects, some metallic glasses also have extremely efficient magnetic properties.

Rycroft notes that one of the biggest mysteries in condensed matter physics is how glass transitions from a liquid state to a solid state. To successfully create metallic glass, the metal has to cool relatively quickly before atomic lattices form.

"Depending on how you prepare or manipulate these metallic glasses, the breaking points can differ by a factor of 10," says Rycroft. "Because scientists don't completely understand how glass transitions from liquid to solid state, they have not been able to fully explain why the breaking points of these materials vary so widely."

According to Bouchbinder, computer models also have a hard time predicting the breaking points of metallic glass because the timescale of events varies dramatically -- from microseconds to seconds. For instance, researchers can bend or pull the material for several seconds before it breaks, which occurs almost instantaneously. And the material's internal plastic deformation -- the process where it irreversibly deforms -- occurs on an intermediate timescale.

"We've actually been able to develop some numerical methods to capture these differences in timescales," says Rycroft, of the techniques used in the recent paper.

When Rycroft incorporated these methods into Bouchbinder's mechanical model and calibrated it based on available data, the duo managed to simulate and better understand the breaking points of metallic glass alloys based on their preparation process. He notes that this model is rather unique as it combines novel and flexible numerical methods with recent insights about the physics of glasses. The simulations have also been able to predict the large decreases in toughness that are seen in laboratory experiments.

"If you can vary the way metallic glass is prepared in computer models and capture the differences in how it breaks, you can pose a reasonable explanation for why this occurs. This might also give you a better idea about how the glass transitions from a liquid to a solid, as well as the mechanical properties of a glass," says Rycroft. "We've essentially created something that might evolve into a tool for predicting the toughness of metallic glasses."

"For quite some time I've wanted to calculate the fracture toughness of metallic glasses, but knew that this was a very tough mathematical and computational challenge, certainly well above my abilities, and probably above the capabilities of conventional computational solid mechanics," says Bouchbinder. "I think that Rycroft's methods have opened the way to new possibilities and I am enthusiastic to see where this can lead us."

This work was done with a grant for developing new numerical algorithms with scientific and engineering applications from the Office of Advanced Scientific Computing Research within the Department of Energy's Office of Science.

Flexible, low-voltage circuits made using nanocrystals

ScienceDaily (Nov. 26, 2012) ? Electronic circuits are typically integrated in rigid silicon wafers, but flexibility opens up a wide range of applications. In a world where electronics are becoming more pervasive, flexibility is a highly desirable trait, but finding materials with the right mix of performance and manufacturing cost remains a challenge.

Now a team of researchers from the University of Pennsylvania has shown that nanoscale particles, or nanocrystals, of the semiconductor cadmium selenide can be "printed" or "coated" on flexible plastics to form high-performance electronics.

The research was led by David Kim, a doctoral student in the Department of Materials Science and Engineering in Penn's School of Engineering and Applied Science; Yuming Lai, a doctoral student in the Engineering School's Department of Electrical and Systems Engineering; and professor Cherie Kagan, who has appointments in both departments as well as in the School of Arts and Sciences' Department of Chemistry. Benjamin Diroll, a doctoral student in chemistry, and Penn Integrates Knowledge Professor Christopher Murray of Materials Science and of Chemistry also collaborated on the research.

Their work was published in the journal Nature Communications.

"We have a performance benchmark in amorphous silicon, which is the material that runs the display in your laptop, among other devices," Kagan said. "Here, we show that these cadmium selenide nanocrystal devices can move electrons 22 times faster than in amorphous silicon."

Besides speed, another advantage cadmium selenide nanocrystals have over amorphous silicon is the temperature at which they are deposited. Whereas amorphous silicon uses a process that operates at several hundred degrees, cadmium selenide nanocrystals can be deposited at room temperature and annealed at mild temperatures, opening up the possibility of using more flexible plastic foundations.

Another innovation that allowed the researchers to use flexible plastic was their choice of ligands, the chemical chains that extend from the nanocrystals' surfaces and helps facilitate conductivity as they are packed together into a film.

"There have been a lot of electron transport studies on cadmium selenide, but until recently we haven't been able to get good performance out of them," Kim said. "The new aspect of our research was that we used ligands that we can translate very easily onto the flexible plastic; other ligands are so caustic that the plastic actually melts."

Because the nanocrystals are dispersed in an ink-like liquid, multiple types of deposition techniques can be used to make circuits. In their study, the researchers used spincoating, where centrifugal force pulls a thin layer of the solution over a surface, but the nanocrystals could be applied through dipping, spraying or ink-jet printing as well.

On a flexible plastic sheet a bottom layer of electrodes was patterned using a shadow mask -- essentially a stencil -- to mark off one level of the circuit. The researchers then used the stencil to define small regions of conducting gold to make the electrical connections to upper levels that would form the circuit. An insulating aluminum oxide layer was introduced and a 30-nanometer layer of nanocrystals was coated from solution. Finally, electrodes on the top level were deposited through shadow masks to ultimately form the circuits.

"The more complex circuits are like buildings with multiple floors," Kagan said. "The gold acts like staircases that the electrons can use to travel between those floors."

Using this process, the researchers built three kinds of circuits to test the nanocrystals performance for circuit applications: an inverter, an amplifier and a ring oscillator.

"An inverter is the fundamental building block for more complex circuits," Lai said. "We can also show amplifiers, which amplify the signal amplitude in analog circuits, and ring oscillators, where 'on' and 'off' signals are properly propagating over multiple stages in digital circuits."

"And all of these circuits operate with a couple of volts," Kagan said. "If you want electronics for portable devices that are going to work with batteries, they have to operate at low voltage or they won't be useful."

With the combination of flexibility, relatively simple fabrication processes and low power requirements, these cadmium selenide nanocrystal circuits could pave the way for new kinds of devices and pervasive sensors, which could have biomedical or security applications.

"This research also opens up the possibility of using other kinds of nanocrystals, as we've shown the materials aspect is not a limitation any more," Kim said.

The research was supported by the U.S. Department of Energy and the National Science Foundation.

When that happens, "we're no longer the smartest things around," he said, and will risk being at the mercy of "machines that are not malicious, but machines whose interests don't include us."

Fears that machines could overtake humans have long been the subject of science fiction ? the computer HAL in the movie "2001: A Space Odyssey," for example, is one of film's best-known computer threats.

Price acknowledged that many people believe his concerns are far-fetched, but insisted the potential risks are too serious to brush away.

"It tends to be regarded as a flakey concern, but given that we don't know how serious the risks are, that we don't know the time scale, dismissing the concerns is dangerous. What we're trying to do is to push it forward in the respectable scientific community," he said.

While Price said the exact nature of the risks is difficult to predict, he said that advanced technology could be a threat when computers start to direct resources towards their own goals, at the expense of human concerns like environmental sustainability.

He compared the risk to the way humans have threatened the survival of other animals by spreading across the planet and using up natural resources that other animals depend upon.

Price is co-founding the project together with Cambridge professor of cosmology and astrophysics Martin Rees and Jann Tallinn, one of the founders of the internet phone service Skype.

The university said Sunday the center's launch is planned next year.?
