Lawrence North High School wrestling coach Jared Williams has resigned, according to a Tuesday school release by athletic director Grant Nesbit. ?Coach Williams has been good for the sport and great for Lawrence North,? Nesbit said in a statement. ?We certainly hate to lose him, but at least he?s still teaching in the building.? He?s part of the LN wrestling family and he wants to help whoever comes in to take his place. Lawrence North is known as a wrestling powerhouse and we certainly expect to keep it that way. Both I and our principal (former LN two-time state champ coach and IHWCA Hall of Famer Brett Crousore) are former head wrestling coaches, so rest assured, this is a place that a wrestling coach will want to further establish a program. Our school has a great academic and athletic reputation and we began accepting students from outside the district this year.? White House condemns Syria's Assad (AP)

WASHINGTON ? President Barack Obama emphasized his deep concern about the Syrian government's use of violence against civilians in a phone call Thursday with Turkish Prime Minister Tayyip Erdogan, the White House said.

The two leaders agreed that the bloodshed must immediately end, the White House said. Separately, presidential spokesman Jay Carney stopped just short of calling for President Bashar Assad's ouster, saying that Syria "would be a much better place without him."

"We believe that President Assad's opportunity to lead the transition has passed," Carney told reporters traveling on Air Force One with Obama to Michigan.

The developments came as violence escalated against demonstrators in Syria and as the Obama administration, which announced new sanctions against Syria Wednesday, appeared to move closer to calling directly for Assad to step down.

The White House said Obama and Erdogan also agreed that the demands of the Syrian people for a transition to democracy must be met, and that the pair agreed to consult closely in the coming days as the situation in Syria develops.

A series of foreign diplomats have traveled to Damascus urging Assad to end a campaign of killing. Turkey's foreign minister was among those who met with Assad.

Maine school finds Chinese recruiting a tough sell

PORTLAND, Maine?? A school district in the deep woods of Maine that sought out Chinese students to help boost its enrollment and its finances fell far short of its ambitious goal of bringing in 60 students.

Only six Chinese students will attend high school in the northern Maine town of Millinocket this fall.

The target of five dozen was probably overly ambitious, officials said. The efforts also were hindered by a recruiter in China who failed to deliver any students and a writer who told readers of a national Chinese newspaper that the school was merely "mediocre" and that Millinocket children hang out in parking lots for fun.

Stearns High School officials said they're disappointed more Chinese students won't be attending when classes begin Sept. 6 but will stick with the program and try to expand in the years ahead.

"We're also a public school, not a private school or an academy or attached to a university or college," said Arnold Hopkins, chairman of the Millinocket school board. "We're a rural school out there by ourselves and we're untested, so to speak. So naturally I would think the Chinese would be a bit hesitant."

The six students are scheduled to stay with host families in Millinocket, a town of about 4,500 people an hour north of Bangor. Each student will pay $24,000 in tuition, room and board.

Private schools have recruited students from China and other overseas locations for years. Faced with declining enrollment and shrinking revenues, a number of public schools around the country have begun doing the same in the past few years.

As Millinocket has fallen on hard times with the decline and eventual closure of the area's two paper mills, high school enrollment has fallen to about 200, down from more than 700 in years past.

Its Chinese recruitment initiative was begun last fall by Superintendent Kenneth Smith, who started with a target of 25 and later upped it to 60.

The program would benefit Chinese students by immersing them in American society, sharpening their English skills and enhancing their chances to go to a U.S. college or university, Smith said, while also helping local students by opening their eyes to other cultures.

From the start, Smith knew he was at a competitive disadvantage to private schools. Foreign students are allowed to attend a public school for only one year because of American visa regulations, whereas private schools aren't restricted as to how long students may attend. Public schools pitch their programs as a way for foreign students to get a foot in the door in the U.S. and then move on to a university or a private school.

But school officials found it a harder sell than expected.

An opinion column in June in the Global Times, a national newspaper in China, took aim at U.S. public high schools in general and Millinocket in particular.

The author, an adjunct instructor at a law school program in China and a former high school teacher and prosecutor in the U.S., wrote that "the first thing to understand is that the average U.S. public high school isn't very good." He went on to call Stearns a "run-of-the-mill" school and said the "biggest kick for (Millinocket) kids is hanging out in a supermarket parking lot."

And until last week, a recruiter was still guaranteeing delivery of up to 60 Chinese students for the school, but ended up with none, Smith said.

In all, the school district has spent about $40,000 on the program, on consulting and legal fees and a recruiting trip by Smith, Hopkins said.

The school board now has to reconfigure its budget based on the program bringing in $144,000 in revenues rather than the $1.4 million that had been anticipated.

The district already has some of the shortfall covered by a carry-over from last year and savings on heating fuel, Hopkins said. To bridge the gap, the school might not fill some open positions and could consolidate programs at the school.

Despite falling short in recruiting, Smith is confident the program can grow and that word will spread about Millinocket's spacious school facilities and tight-knit community, and the region's natural beauty and recreational opportunities.

"It's not a question of numbers, it's more a question of establishing relationships and proving through example that this is who we are and this is what we can do," Smith said.

Hopkins also is confident that more Chinese students will come to Stearns. From the start, he favored beginning with a small number of students and building up from there.

"We're hoping if we can give them a really good experience they'll go back and talk about this and it will help us build our program," he said. "Eventually we'll probably get up to around 20 or 25."

The six who are arriving late this month come from the cities of Fuzhou and Wenzhou, and the Hunan province, said Suzanne Fox, who has helped the Millinocket community and the school prepare for the students. Fox's company, Fox Intercultural Consulting Services in Falmouth, works with communities and schools to ensure a welcoming environment for overseas students.

"Absolutely there's a place for this program to succeed," Fox said. "It's just going to be a little slower, a little more methodical."

No guilty verdicts in Alabama gambling trial (Reuters)

BIRMINGHAM, Alabama (Reuters) ? An Alabama jury returned not guilty verdicts on Thursday against nine defendants accused in an alleged vote-buying scheme involving state lawmakers, casino owners and lobbyists, a lawyer involved in the case said.

The verdicts represent a setback for the U.S. Department of Justice, which prosecuted the case.

Two of the defendants, Democratic state Senator Quinton Ross and lobbyist Bob Geddie, were found not guilty of all charges against them and ordered freed by U.S. District Judge Myron Thompson, said Jim Parkman, attorney for Harri Ann Smith, one of the accused.

The other defendants were found not guilty on some charges and there was a hung jury on other counts, Parkman said.

"We were real pleased not to get one single guilty verdict. It is good for us. But it looks bad for the government with all of the time and the agents who worked on it," Parkman told Reuters.

Thompson declared mistrials on the charges for which the jury could not reach a unanimous verdict and said he would set a new trial date within a month, the Birmingham News newspaper said on its website.

"We appreciate the jury's service in this important public corruption trial. Our prosecutors will discuss next steps as we move forward in this matter," said Laura Sweeney, a justice department spokeswoman.

Four state senators -- two Democrats, one Republican and an independent -- were charged with accepting cash and gifts in exchange for their pledge to vote for the "Sweet Home Alabama," gambling bill, which would have given wide powers to a handful of gambling entrepreneurs.

Gambling is severely limited under Alabama law and some in the southern state have long sought to loosen restrictions, arguing it would bring much-needed tax revenue and economic development.

The Justice Department had said in its indictment that bribes, involving millions of dollars, were in the form of campaign contributions, campaign appearances by country music stars, fund-raising assistance and other gifts.

The bill was defeated in a vote and then Governor Bob Riley called it the "most corrupt piece of legislation ever considered by the state Senate."

Gov't pays for empty flights to rural airports (AP)

On some days, the pilots with Great Lakes Airlines fire up a twin-engine Beechcraft 1900 at the Ely, Nev., airport and depart for Las Vegas without a single passenger on board. And the federal government pays them to do it.

Federal statistics reviewed by The Associated Press show that in 2010, just 227 passengers flew out of Ely while the airline got $1.8 million in subsidies. The travelers paid $70 to $90 for a one-way ticket. The cost to taxpayers for each ticket: $4,107.

Ely is one of 153 rural communities where airlines get subsidies through the $200 million Essential Air Service program, and one of 13 that critics say should be eliminated from it. Some call the spending a boondoggle, but others see it as a critical financial lifeline to ensure economic stability in rural areas.

Steve Smith, executive director of the Jackson, Tenn., airport authority, also has seen empty or near empty flights take off, since the airlines get paid per flight, not per passenger. The subsidy amounted to $244 for each of the 2,514 people who flew out of Smith's airport last year, though few if any passengers knew that.

"They fly the empty plane so they can still get the money," Smith said.

The fight over the subsidies was a key sticking point that led to the recent political standoff in Washington that temporarily shut down the Federal Aviation Administration, putting thousands out of work for nearly two weeks. There were other disputes as well, such as a GOP proposal that would make it more difficult for airline workers to unionize.

Republicans got the EAS cuts they were looking for in last week's agreement ? but with a major caveat. Subsidies to Ely, Jackson and 11 other communities are set to end, but Transportation Secretary Ray LaHood has the authority to continue them if he decides it's necessary.

Rep. David McKinley, a Republican who came into office with tea party support, sided on the issue with Democratic Sen. Jay Rockefeller, a fellow West Virginian who has used his position as chairman of the Senate Committee on Commerce, Science and Transportation to support the current funding.

Flights out of Morgantown, W.Va., were among those targeted by other Republicans. A $1 million subsidy amounted to about $52 for each of Morgantown's more than 10,000 passengers last year.

McKinley describes himself "as a small government, free-market focused owner of a small business," but said airports that receive subsidies "serve as crucial engines of job creation for many small towns and rural areas."

The EAS was created to ensure service on less profitable routes to remote communities when airlines were deregulated in 1978.

A spokesman for the Department of Transportation did not respond to a request for comment about the program, which has grown in scope and cost. In 1999 the EAS served 89 communities ? 68 in the continental United States, one in Hawaii and 20 in Alaska. Today, it serves 45 in Alaska and 108 elsewhere, and over the last 10 years the budget quadrupled from $50 million to $200 million.

The subsidies go to about a dozen airlines, but in 2010 almost one-third of the entire budget ? $67.8 million _went to Great Lakes, which is based in Cheyenne, Wyo. The company did not respond to requests for comment.

Ely is an extreme case. The House Transportation and Infrastructure Committee said it is one of just three cities in the program that have subsidies higher than $1,000 per passenger. The others are Glendive, Mont., and Alamogordo, N.M.

Republicans targeted flights out of other cities such as Morgantown because they are relatively close to major airports.

Mike Coster, Ely's airport manager, said the location between Las Vegas and Salt Lake City is the most remote airport in the continental United States.

"We have no bus service here of any kind, no Greyhound or similar company," Coster said. "It's a small town."

Severin Borenstein, a professor at the University of California, Berkeley who helped design the EAS program, said Congress originally intended for the program to end after 10 years. He said the subsidies are a "big problem" in place like Ely, which averages one or two passengers per flight.

"I can see the argument for making some of them permanent, but the standards should be higher," Borenstein said.

"The real story with this program nationwide is that nobody is watching it," said Smith, the Tennessee airport official. "If there is a problem with airports and airlines not carrying enough passengers and not doing what they said they would do, it's because once the contract is issued, it's like nobody ever asked a question about it again."

Contracts are awarded through a competitive bid process, and generally last two years.

The program has plenty of defenders who point out the cost is tiny compared with other transportation subsidies.

According to a 2009 report from the Pew Charitable Trusts, highways got 76 percent of subsidies, mass transit 16 percent, aviation 6 percent and rail and maritime 3 percent. Pew estimates that transportation subsidies in 2008 came to about $45 billion, or $367 for every household in America.

Faye Malarkey Black, a vice president for the Regional Airline Association, said she believes few federal programs accomplish as much for $200 million as EAS does.

"They call it essential for a reason," she said. She said her industry group supports "common sense adjustments" for eligibility, but added that rural communities already struggle to attract and keep doctors and other professionals.

"If you take away air service, who wants to live in those communities?" she said.

Chadd Williams, a computer science professor at Pacific University, was flying back to Oregon from Morgantown after visiting family. He said a ticket to Morgantown typically costs him $75 to $100 more than one to Pittsburgh, about 75 miles away, but this time it cost about the same.

"It's very convenient to have this place," Williams said. He said his family sometimes drives to Pittsburgh, to pick him up, but "that's a stress on them, and it's difficult to get up to Pittsburgh on time with all the road construction. So it would be terrible to have this go away."

Flower shop owner Jim Coombs has been to the Morgantown airport seven times so far this summer to shuttle high school foreign exchange students to their host families. He'll be there seven more times to send them home.

The nearest international airport is about an hour and a half's drive north in Pittsburgh, but traveling there means time wasted in traffic and in Interstate 79 construction zones, not to mention the cost of gas and pricey parking versus free. Coombs says the fact that the northern West Virginia city has its own airport is a selling point for people considering jobs there.

"I think the people in Washington are the types that just think if it's not in a big area, it's not worth anything. They don't know what it's like here. They don't know what goes on here," Coombs said.

In Alamogordo, officials said number-crunching doesn't explain the full value of access to air transportation.

Saddled between southern New Mexico's Sacramento Mountains and the desolate Tularosa Valley, residents don't have any options for air travel other than twice daily, federally subsidized round-trip flights, said airport manager Parker Bradley.

"It doesn't have to do with airports closing. It has to do with the availability or lack of availability of transportation. That can be a very important thing for a community," he said.
