LAMPEDUSA, Italy ? Angelina Jolie traveled to the tiny Italian island of Lampedusa on Sunday to thank its residents for welcoming in the estimated 20,000 migrants who arrived after fleeing unrest in Tunisia and Libya.
Jolie, a goodwill ambassador for the U.N. High Commissioner for Refugees, toured a migrant holding center, chatted with some refugees and then participated in a ceremony at Lampedusa's memorial for migrants lost at sea as part of commemorations for World Refugee Day on Monday.
"It is very hard to imagine looking out at this beautiful sea how many people have risked their lives and how many people have risked their children's lives and so many of them have lost their lives at sea," she said.
She thanked the residents who gathered for the ceremony for welcoming the migrants in and asked them to consider how "horrible" their lives must have been that they would risk everything for the chance of a better life in Europe.
"Can you imagine how it must feel to finally cross in" to Italy? she asked. "For the coast guard to save them and carry them to safety, save their children's lives and give them a chance to survive and to have a future, and what it means to them," said Jolie, wearing a plain black blouse and jacket.
U.N. refugee chief Antonio Guterres also was on hand to urge Europe to continue keeping its doors open to refugees. Italy's center-right government has begrudgingly accepted the migrants. It has also struck deals with Tunisia and the Libyan opposition to return those who don't qualify for asylum.

SYDNEY (AFP) ? An ash cloud created by a volcanic eruption in Chile more than two weeks ago was again set to disrupt flights in Australia after looping the globe and returning Down Under, forecasters said Monday.
The Puyehue volcano's activity has been steadily decreasing, permitting people to return to their homes in the Andes mountains, but the huge ash cloud it ejected is still floating over the southern hemisphere.
Andrew Tupper, head of the Australian Bureau of Meteorology's Volcanic Ash Advisory Centre, said while the ash had thinned during its travels it was still expected to impact on southern Australian airspace on Tuesday.
"Although much of the ash that came around us last week has dissipated the leading edge of it... is coming around for another shot," he said.
"We are seeing it really very clearly on satellite imagery."
Tupper said the cloud was about 2,000 kilometres (1,240 miles) south of Western Australia, but was expected to cross the southeastern coast and affect Adelaide airport early Tuesday. It is also likely to affect Melbourne, he said.
He added that it was too soon to know whether it would affect the country's busiest airport Sydney, but admitted the cloud would be an "uncomfortably close" distance of about 100 kilometres from the hub.
The cloud, which is travelling at an altitude of 8-13 kilometres, was generally at cruising level and this could cause disruptions for aircraft.
"It will obviously cause disruption, it will obviously prevent aircraft flying at the altitude of the cloud," Tupper said. "How they choose to cope with that is their decision."
The cloud entered Australian and New Zealand airspace just over a week ago, causing some airlines to ground all flights to affected areas whereas others chose to divert their planes under and around the plume.
The ash disrupted the travel plans of tens of thousands of people in Australia and New Zealand, cancelling most trans-Tasman travel and disrupting flights to Melbourne, Adelaide, Perth and Hobart.
Tupper could not say how long the new ash front would last, but said it would probably linger over any one place for only a day.
Ash poses a significant threat to aircraft because once sucked into engines it can be converted into molten glass as a result of the high temperatures and potentially cause an engine to fail.
JUNIOR MINISTER John Perry admitted at a press conference in Sligo last night that it?had been a mistake to promise that breast cancer services would be returned to Sligo within the first 100 days of the new government?s term.

We won?t know for sure whether or not there is a connection between cell phone use and brain cancer until longer, larger studies than the ones the agency relied on have been completed.
If you like to minimize your risks, even ones that turn out to be nonexistent, is there anything you can do now to minimize the amount of energy your cell phone wafts into your head? One way is to keep your phone from direct contact with your skull. In today?s Boston Globe, technology writer Hiawatha Bray offers several simple ways to do this:
Make like a teenager and text instead of talking.
Use the speaker phone feature.
Try a Bluetooth wireless headset, but turn it off (and take it off) when it isn?t in use.
Switch to a wired headset.
Hold the phone an inch from your ear.
Don?t buy a cell phone shielding device, counsels Bray. The Federal Communications Commission says they don?t work.
Another option that may (there?s that pesky word again) help is buying a phone that transmits at a lower power level. The Environmental Working Group offers a list of the radiofrequency energy output of phones available from major carriers.
Microsoft has let it be known that the next version of Windows will run on ARM-architecture, and it has demonstrated early builds of Windows 8 -- or whatever Microsoft ultimately calls the next OS -- on a tablet at both CES 2011, and MIX '11. While Microsoft did a quick 180 on comments from Steve Ballmer confirming a 2012 launch of Windows 8, we know it's coming sometime, and when it does it quickly dominate the tablet market.
1. Uniform Experience. Microsoft Windows enjoys a dominant market share of nearly 90 percent for desktop operating systems. While the tablet is a different environment than the desktop, users will appreciate having a tablet that has a look and feel consistent with what they're already familiar with.
2. Software Library. Intel informed investors that the ARM version(s) or Windows will not be able to run legacy software, so that could significantly reduce the available software for a Windows tablet. But, Microsoft declared that Intel was out of line in speculating, and it has already demonstrated both Microsoft Office and Internet Explorer 10 on ARM-based tablets.
Even if Intel is correct -- and it seems quite possible it could be -- Microsoft could still provide developers with the tools necessary to make porting from x86 to ARM as simple as possible. The more users can use the exact same software they are already comfortable with from their desktop, the more successful the tablet will be.
3. Diverse Hardware. Apple dominates the tablet market right now, but with Apple you just have the iPad 2. Granted, it has a variety of models, but overall an iPad 2 is an iPad 2. A Microsoft Windows tablet will most likely follow in the footsteps of the current array of Android tablets with a variety of shapes and sizes to choose from. That diversity gives users more options to choose the tablet form factor and hardware specs that work best for them rather than using the one-size-fits-all approach.
4. Price? You might notice the question mark. On the one hand, different vendors creating rival tablets will drive some price competition -- both in the tablet industry overall, and among other Windows tablets. The freedom to use different hardware specs will also enable some cost cutting. But, as it stands now, Apple seems to have cornered the market on many of the key components of tablets, making it difficult for other vendors to purchase the hardware necessary to make tablets in sufficient volume to bring the price down. So, price is a gray area that may be hard to deliver.

"The International Strategy for Cyberspace" is what the White House calls its plan for assuring the free and secure flow of information online. But "free" and "secure" don't always mix so easily. In fact, the U.S. federal government's own internal IT systems are hardly a paragon of security themselves.
This lays out President Barack Obama's vision for the future of the Internet and outlines how the U.S. will partner with other countries to achieve that vision.
Assuring the free flow of information, the security and privacy of data, and the integrity of the interconnected networks themselves are all essential to American and global economic prosperity, security, and the promotion of universal rights, the strategy intones.
But within the plan's language, one might spot a contradiction: It's difficult for security and openness to walk hand in hand. Ask any IT security person.
About the Comprehensive International Strategy
The first of the strategy's focal points is establishing international cooperation on various fronts.
"There is much government can do with a global strategy to enhance leadership, architecture and best practices," Steven Sprague, CEO of Wave Systems, told TechNewsWorld.
The plan is "a roadmap and strategy to get everyone on the same page, which is itself a start," Danny McPherson, chief security officer of Verisign, told TechNewsWorld.
The establishment and embrace of international cooperation and collaboration laid out in the strategy "is a step in recognizing that the Internet itself is a global network of networks with no central authority or point of control," McPherson added.
Yet another focal point of the strategy is to reduce intrusions into and disruptions of U.S. networks, ensuring robust incident management, resiliency and recovery capabilities for information infrastructure. More on that later.
The Emperor's New Clothes
However, the strategy may be stymied by the overall condition of the federal government's IT security.
An audit of the U.S. Health Information Technology (HIT) infrastructure, published May 16, found that there were "no HIT standards that included general information IT security controls."
There also were no general security controls during prior audits at Medicare contractors, state Medicaid agencies and hospitals, the report stated.
General IT security controls are what ensures an organization's IT infrastructure is secure.
NASA didn't fare any better. A report of the results of an audit of NASA's IT security released in March noted several security flaws were found, and problems that were discovered during a previous audit last year had not been addressed.
The Office of the Inspector General, which conducted the audits, indicated that NASA's vulnerable to computer incidents that could have a "severe to catastrophic effect" on its assets, operations and personnel until it addresses these deficiencies and improves its IT security practices.
"Many enterprise IT departments see audit recommendations as just that: recommendations," Kurt Johnson, a vice president at Courion, told TechNewsWorld. "If they feel the likelihood of a breach is low enough and that they have adequate controls in place to protect their most sensitive data, they may take their time in implementing additional security measures to meet audit recommendations, or concentrate only on the most vital recommendations."
NASA didn't respond to requests for comment by press time.
Military and government agencies suffered data breaches at least 104 times in 2010, up from 90 breaches in 2009, according to the Identity Theft Resource Center, a nonprofit organization that tracks reported data breaches nationwide in the U.S.
The Mote in Uncle Sam's Eye
Perhaps Washington should address the federal government's IT security problems before turning its attention outward.
"I think cybersecurity needs a reboot," growled Wave Systems (Nasdaq: WAVX)' Sprague. "Clearly the current methods are not making progress, and we are losing the battle daily. We're suffering a loss of intellectual property, loss of identity, the loss of cash, the loss of privacy," he added.
Verisign's McPherson took a kinder, gentler approach.
"We're very reactive today. Most controls and compliance represent good basic hygiene but are often stale well before they are deployed," McPherson said. "A determined attacker with modest resources is sure to prosper -- he's only got to be right once. The good guys have to be right 100 percent of the time, and most of their resources are spent on missile defense and whack-a-mole," he added.
"The question is: Will new leadership help the U.S. turn the corner?" Wave Systems' Sprague asked. "We need to invest in cybersecurity at scale and we need to put real regulations in place."
