All eyes on Tropical Storm Isaac as GOP convention approaches

TAMPA, Fla. (AP) ? Mitt Romney's Republican National Convention sputters to life with the lonely banging of a gavel in a mostly empty hall, hardly the opening splash intended for the nation. The concern was two-fold: that Tampa, hosting thousands of GOP delegates, would get sideswiped by the storm; and that it would be unseemly to engage in days of political celebration if Isaac made a destructive landfall anywhere on U.S. soil.

"You can tone down the happy-days-are-here-again a bit," said Rich Galen, a veteran Republican consultant in Washington. "Maybe you don't have the biggest balloon drop in history."

Said Reince Priebus, the Republican National Committee chairman: "We're moving forward, but we are going to be nimble." Real estate developer Donald Trump, who had been scheduled to speak Monday, was dropped from the convention program because of the reshuffling.

Republicans hoped another distracting tempest would blow over, too, concerning abortion. The Obama campaign and its allies have doubled down in efforts to exploit remarks more than a week ago by Rep. Todd Akin, the GOP's candidate for a Senate seat from Missouri, that a woman's body has a way of preventing pregnancy in the case of a "legitimate rape." The claim is unsupported by medical evidence. The congressman quickly apologized but resisted Romney's pressure to drop out of the race.

Romney, in a Fox interview, said in comments broadcast Sunday that the fallout over Akin's remarks "hurts our party and I think is damaging to women," adding: "It really is sad, isn't it? With all the issues that America faces, for the Obama campaign to continue to stoop to such a low level."

In the reworked convention schedule released early Sunday evening, organizers planned a pro forma opening Monday afternoon, lasting no more than five minutes or so. Republicans have been so sensitive to the political risks from natural disasters that they delayed the start of their national convention by a day in 2008, when Hurricane Gustav bore down on the Gulf, far from their meeting in Minnesota.

And it surely wasn't lost on Tampa convention organizers that a gathering storm gave Obama an opportunity to show leadership. As the forecast worsened, the president directed the Federal Emergency Management Agency to help.

"The president also told the governor to let him know if there are any unmet needs or additional resources the administration could provide, including in support of efforts to ensure the safety of those visiting the state for the Republican National Convention," the White House said Sunday.

Both sides grappled with how to conduct their politicking in the face of the storm. Vice President Joe Biden, who had been prepared to make as much political hay as possible over the Republican convention, canceled a campaign swing through Florida on Monday and Tuesday.

Polls find a tight race, and it's one that is likely to be settled in a small number of battleground states.

An estimated $500 million has been spent on television commercials so far by the two candidates, their parties and supporting outside groups, nearly all of it in Florida, North Carolina, Virginia, New Hampshire, Ohio, Iowa, Colorado and Nevada. Those states account for 100 electoral votes out of the 270 needed to win the White House. Republicans hope to expand the electoral map to include Pennsylvania, Michigan, perhaps Ryan's Wisconsin and even Minnesota, states with 68 electoral votes combined.

All four are usually reliably Democratic in presidential campaigns. Yet Romney has a financial advantage over the president, according to the most recent fundraising reports, and a move by the Republicans into any of them could force Obama to dip into his own campaign treasury in regions he has considered relatively safe.

Republican office-holders past and present said the economy is the key if Romney is to expand his appeal to women and Hispanic voters.

"We have to point out that the unemployment rate among young women is now 16 percent, that the unemployment rate among Hispanics is very high, that jobs and the economy are more important, perhaps, than maybe other issues," said Arizona Sen. John McCain, who lost to Obama in 2008.

Bush agreed, saying that Romney "can make inroads if he focuses on how do we create a climate of job creation and economic growth." If he succeeds, "I think people will move back towards the Republican side," the former Florida governor added.

Obama leads Romney among female voters and by an overwhelming margin among Hispanics, but trails substantially among men.

Military punishes 6 soldiers for Quran burning

Updated at 6:54 p.m. ET: WASHINGTON - The U.S. military on Monday dealt out punishment to six Army soldiers for burning Qurans at Bagram Air Base that ignited deadly protest in Afghanistan, and to three Marines for their roles in urinating on Taliban corpses.

The Army handed out administrative discipline to four officers and two non-commissioned officers for the Quran burning but?found no ill intent on the part of the soldiers so none will face criminal charges. ?

The administrative punishment, however, will likely result in the end of their military careers.

The investigation against one sailor was dropped when it was determined he was simply ordered to drive the truck with the material to the burn site at the base.

The burning of the Muslim holy books in February sparked weeks of protests that led to 30 Afghan deaths. U.S. officials said at the time the books were mistakenly sent along with garbage for disposal after detainees had written messages in them.

The investigation found up to 100 Qurans and other religious materials were burned in the incinerator at Bagram Air Field on Feb. 20.?

An Army report released on the incident Monday shed new light on what happened that day.

Report: 5 soldiers involved in Quran burning

Members of the Military Police and Theater Intelligence Team had discovered that Bagram detainees were using library books to pass notes and messages. One?interpreter determined that 60 percent to 75 percent of the books contained extremist content. So, soldiers were ordered to remove the books as contraband. In all, about 2,000 books, including Qurans and other religious material, were set to be destroyed.?

An Afghan National Army soldier and and interpreter warned the troops not to dispose of the religious texts, but soldiers took some 100 books to the burn pit anyway.

A local man who worked at the burn pit discovered the Qurans and other texts were burning. He grabbed a front-end loader and doused the entire burn pit to extinguish the flames.

An?angry crowd of Afghans gathered around the U.S. service members who drove the truck to the burn pit and were burning the material. The U.S. soldiers all fled.

"I absolutely reject any suggestion that those involved acted with any malicious intent to disrespect the Quran or defame the faith of Islam," an investigator wrote. "Ultimately, this was a tragic incident (that) resulted from a lack of cross-talk between leaders and commanders, a lack of senior involvement in giving clear guidance in a complex operation? and??distrust among our service members and our partners.? ?

In the other case, a statement from the Marine Corps said the three Marines received the punishment for "violations of the Uniform Code of Military Justice for their role in the desecration and filming of deceased Taliban that became public in January 2012."

As part of a plea deal, three Marines pleaded guilty and will receive a permanent mark on their records that will impact any future promotions and re-enlistments.

Six more Marines are still awaiting their punishments in the urination incident, which was recorded on video. It was announced, however, that two officers will be charged with creating a command climate that led to acts of bad behavior, the Marine Corps said.?It was unclear what disciplinary action the four other non-commissioned officers will face.

The three Marines were all members of the Third Battalion, Second Marine Regiment or in units that were attached to the "3/2" during their deployment. Their names were not released.?

One non-commissioned officer pleaded guilty to having violated a general order by?wrongfully posing for an unofficial photograph with human casualties and urinating on the body of a deceased Taliban soldier, which conduct was prejudicial to good order and discipline.

Another non-commissioned officer pleaded guilty to?wrongfully posing for an unofficial photograph with human casualties and?wrongfully video recording the incident.?

A staff non-commissioned officer pleaded guilty to?failing to report the mistreatment of human casualties by other Marines and?making a false official statement to a Naval Criminal Investigative Service investigator about the his knowledge of the video.

The incident took place during a counter-insurgency operation near Sandala, Musa Qala District in Helmand Province, Afghanistan around July 27, 2011.?

According to The Wall Street Journal, officials in Afghanistan were bracing for public demonstrations over what might be viewed as lenient punishment of the troops.

Reports: 37 people shot in Chicago since Friday

At least nine people were killed and 28 others wounded in a spate of shootings since Friday night in Chicago, according to local reports.?

The most recent shooting death occurred on Sunday afternoon in the city's South Side, where a 19-year-old was shot from a passing vehicle, according to the Sun-Times Media Wire. ?The man died in the hospital after the 2:50 p.m. (3:50 p.m. ET) shooting, the Sun-Times Media Wire reported.


At least 17 people were shot, one fatally, from 6 p.m. Saturday to 6 a.m. Sunday alone,?according to the Chicago Tribune.?

That fatality was a 28-year-old man who was found at around 3 a.m. on Sunday inside a vehicle, police and the medical examiner?s office told NBCChicago.com?and the Chicago Tribune.

A 17-year-old was also fatally shot by someone riding a mountain bike on Friday, according to NBCChicago.com.?

One of the youngest to be shot since Friday was a 15-year-old girl who was hit in the chest while smoking marijuana on Friday evening, NBCChicago.com reported. Police said that shooting was not "intentional."

'We're basically treading water'
In the midst of the violence, Chicago Police Supt. Garry McCarthy defended his department's anti-violence strategy.

"We're not winning, we're not losing. We're basically treading water," McCarthy said on Saturday. ?He said that in the month of August, "we had some trouble because some of these retaliatory shootings are happening quicker than we can stop them."

The Chicago Police Department is trying to deal with a 28-percent spike in the city's homicide total in 2012 compared to the same period last year,?The Chicago Sun-Times reported on Sunday.

Nineteen people were shot late Thursday and early Friday,?NBCChicago.com reported. Thirteen of those were shot over a 30-minute period.

Answer 1:

The Internet can be overwhelming, especially with a topic as broad and varied as immigration.? When using the Internet to begin your research and investigation, I recommend being as specific as possible when creating search terms.? Even though I practice immigration law exclusively, there are areas within this field that I do not handle.? Unfortunately, there are very few news websites I would recommend because, with the 24/7 news reporting method, it?s often difficult to provide concrete answers when so much is determined on a case-by-case basis.? However, there are two organizations I would recommend to get started:? Immigrant Law Resource Center at www.ilrg.org; and American Immigration, LLC, www.ilw.com.? Next, I would recommend immigration-related websites such as www.USCIS.gov or similar sites for government agencies that also deal with immigration such as the Department of State, for example.

What Immigration questions would you suggest someone ask to a licensed immigration attorney to ensure they know the current immigration laws & policies?

Answer 2:

I appreciate the fact that you?re focusing on ?license immigration attorneys,? which tells me you are already aware of the problems with notarios, who may be able to conduct or to assist with legal transactions in foreign countries but which is not the case in the United States.? These folks claim to have special back channels to expedite or guarantee a favorable result.? These promises are not possible with the American immigration system.? At the same time, there are non-lawyers who have been through extensive training from the Board of Immigration Affairs, called Accredited Representatives, who are qualified to assist people with immigration issues.

Now, to address the heart of your question.? First, people need to conduct some research on their own to have a basic understanding of what immigration process you need assistance with so that you can communicate with your attorney.? In general, clients should ask whether the attorney has handled a similar immigration process previously, how many clients the attorney has handled similar situations, and whether those clients cases were resolved in favor of the client.? I would ask what the typical obstacles are applicants face when pursuing this type of process.? Lastly, I would engage them in a discussion about what they do to keep up on the changes in immigration law and policies: do they take any classes? Participate in discussion groups or training other attorneys?? Does the attorney participate in the American Immigrant Lawyers Association?

?Can you share an interesting client or industry immigration story?

Answer 3:
Without obtaining my client?s permission to share his/her situation, I cannot share their situation.? What I can tell you is that the people I have met through my immigration practice are some of the most sincere, hardworking, family-oriented people who simply want a better life for themselves and their families.

Question 4:
Being that this is an election year what political changes could you possible predict to help solve illegal immigration problems?

Answer 4:
Since the last ?amnesty day,? authorized in 1983 under President Ronald Regan, there are millions of people who are in the United States and are non-citizens.? There is an entire generation which is caught between a rock and a hard place: DREAMers.? The DREAM Act is for the Development, Relief, and Education for Alien Minors Act and addresses the needs of those who were brought to the U.S. as children and who, for all intents and purposes, were raised as citizens but are not here legally.? As you likely know, on June 15, 2012, President Obama enacted a deferred action program for those who meet certain eligibility criteria.? This program does not grant a legal immigrant status; if eligible; it identifies and only allows requester the legitimate authority to work in the United States, to enroll in college and to pursue the dream they were raised with.

The first concern I have is whether this new deferred action program will remain in place if Mr. Romney becomes president.? Based on what has been stated to date, Mr. Romney has not made any statements of support of this policy nor has he committed to continuing it.? In light of how many people this policy will help, it would be calming to deferred action recipients to have a commitment to this program.

The second concern I have is that there is no one right solution to the various challenges we have with immigration.? For example, currently we have caps on the number of immigrants who can come to the United States to work.? This cap is fixed, regardless of the state of the American economy.? An option would be to have the cap flex ? increase or decrease ? dependent upon whether the economy is growing or contracting.

Next on my list would focus on agricultural workers; currently, the government only allows for temporary agricultural workers.? The maximum period of time those visa holders can remain in the United States is three years, with the expectation that visa holders do not work year round and they return to their country.? For most of us who live in urban or even suburban areas, we have little concept of what it takes to run and to sustain a successful farm operation.? There are so many agricultural jobs throughout the country that demand full-time, lesser-skilled employees, yet there is no viable visa available for them.

Lastly, regarding the large undocumented population not addressed through new policy, it would be more effective if the Obama deferred action policy was applied to the parents of DREAMers.? Contrary to the naysayers, this does not reward them with legal status but does allow them to work and continue their contributions to the economy, only legally.? For the DREAMer generation, an option might be to convert their deferred action status to a legal status, when it is time to renew their status, which is in two year (if the policy isn?t revoked).? This keeps in mind that the only way any of the DREAMers, or anyone else for that matter, will have the legal status is through congressional action.

Question 5:
Could you share some interesting immigration statistics?

I must admit that statistics are not my ?thing? because of my skepticism with the ability for people to manipulate numbers.? However, I have found that the Partnership for a New American Economy (PNAE), which is bipartisan, investigated the complexity of immigration and have shed a new light on the impact immigrants have on the economy.? Here is a sample of what they have found and brought to light:

??? ?When we typically thing of an entrepreneur, we think of small business owners who employ others.? Yet in the US, there is no visa option for foreign nationals to start small business.? If you have at least $1 million to invest in the U.S., then you can apply for an EB-5 visa.? Or, if you?re from certain treaty nations and are able to invest enough in your own business, then you can apply for an E-2 visa.
??? ?To apply for an H-2B visa, for temporary/seasonal, nonagricultural workers, it takes approximately eight weeks and at least $2,500.00 per applicant.? PNAE?s research found that under this current system and backlog, one in three small businesses would close or reduce hours due to the lack of help.
??? ?A 2010 study by the Federal Reserve Bank of San Francisco found areas with higher immigration have higher wages for native workers because immigration leads to greater specialization and productivity.? From 1990 to 2007, immigration was associated with an increase of about $5,100 in the yearly income of the average U.S. worker in constant 2005 dollars. The same study found no evidence that immigrants hurt employment rates or hours-per-worker for U.S.-born workers.
